Ex-health officer Tom Skinner on sex register
A former senior health officer who admitted child porn charges has been placed on the sex offenders register.
Tom Skinner, 63, of Midlem, near Selkirk, admitted being in possession of the images on his home computer between January and July last year.
He was placed on the sex offenders register for five years at Selkirk Sheriff Court.
Sentence was deferred for a week to allow police to seek a Sexual Offences Prevention Order against Skinner.
The order would stipulate that he should not be allowed to approach anyone under 16 years of age unless supervised by an adult.
It would also allow him no access to the internet and give police reasonable access to his computer if he obtained one.
The police had requested these conditions in the form of a memo, but procurator fiscal Viki Welton said they would have to submit a draft order for it to be considered by the court.
It is the second time the former administrator of Borders Health Board and NHS Borders has been placed on the sex offenders register.
He was fined £2,000 and placed on the list in 2003 after being involved in the making of indecent photographs of children.
However, that time period has since expired and a new five-year order was made when his case called at Selkirk Sheriff Court.
Sheriff Kevin Drummond deferred sentence until 27 October for the police to submit their prevention order application.
