Jailed Paedophile David Cullen 'must never be freed'
A convicted paedophile who raped a 10-year-old boy while out on bail should spend the rest of his life in jail, a children's charity has said.
David Cullen, of Blackbird Leys, Oxford, was given life in prison after admitting 28 charges against five boys, including rape and sexual assault.
However, the 48-year-old will be eligible for parole in 10 years time.
Michele Elliot, founder of the children's charity Kidscape, said a life sentence should mean life.
"The only thing I am really shocked about is that when they said he should serve life, and then say he should serve a minimum of 10 years," she said.
"This man should never be allowed out. He is going to do it again, if he is allowed out, it is appalling."
Cullen, who appeared before Oxford Crown Court on Wednesday, also admitted making and distributing indecent child images.
Those he attacked were aged between nine and 13.
In 1996, the former football referee was convicted of molesting a 12-year-old and added to the Sex Offenders Register.
He was arrested again in 2006, and charged with the indecent assault of an 11-year-old, but was released on bail when the judge said he had reached the time limit defendants could be held on remand.

'Systematic abuse'

He attacked a boy just weeks later, but evidence only came to light last year, when videos made of his victims were found.
Det Ch Insp Paul Gration, head of Public Protection for Oxfordshire, said: "David Cullen has been convicted of a number of serious offences that detail systematic sexual and physical abuse of children.
"He is a dangerous, calculated and manipulative man who not only preyed on children by developing their trust prior to abusing them but manipulated a number of adults to gain access to those victims.
"He has shown little or no remorse for the abuse he has carried out."
The police paid tribute to the bravery of the victims and their families during the trial.
